International Committee of the Red Cross Accompanies Militant Group in Recovery for Bodies of Captives in Gaza

A Red Cross official stated that its personnel joined Hamas officials into areas of the Gaza Strip still under Israeli military control to support the search for the bodies of Israeli hostages.

Ceasefire Agreements and Hostage Remains Handover

Under the truce negotiated by the United States, which took effect on October 10, Hamas is obligated to return the bodies of all Israeli hostages as soon as possible. In exchange, Israel has consented to hand over the remains of 15 Palestinians for every Israeli body returned.

Hamas has so far returned the remains of fifteen of those taken hostage but none in the last five days, as a portion of those remains are thought to be in areas beyond the yellow line marking the temporary truce line.

ICRC Role as Impartial Facilitator

“At the request of the involved sides, the International Committee of the Red Cross (ICRC) accompanied a participant in the hostilities as the group searched for the bodies of the deceased past the military-established ‘yellow line’,” said a representative for the organization.

The spokesperson continued: “The parties to the conflict established the modalities of the operation and entrusted the ICRC to serve as a neutral intermediary. We was not involved in the discussions.”

She further clarified: “The ICRC was not involved in the search for the bodies nor does it take part in the retrieval of remains.”

Under global legal norms, it is the responsibility of the parties engaged in a hostilities to search for, collect, and retrieve human remains.

American Ultimatum and Regional Recovery Operations

Recently, the American leader delivered a 48-hour demand to the organization. “They is going to have to begin handing over the remains of the deceased hostages, which include American citizens, promptly, or the other countries involved in this great peace will intervene,” he posted on his social‑media platform.

As the two-day window neared, the group, joined by the Red Cross, joined Egyptian teams, who were authorised by Israel to search for bodies past the line marking the Israeli military’s pullback inside Gaza. An official representative said the delegation would use excavator machines and vehicles in the search.

Authoritative Verification and Media Reports

This development was corroborated by an unnamed Israeli official, who told Hebrew-language media that members of the group had been allowed to access sections of Gaza under military authority to search for the remains of hostages, together with Egypt’s and ICRC teams.

“For this purpose, representatives were permitted to pass the designated boundary,” the official was quoted as saying.

Video published by a media outlet appeared to show individuals of a Hamas unit – belonging to the organization’s armed faction responsible for guarding hostages – escorting a Red Cross vehicle in a coastal area close to a southern city, which is beyond IDF jurisdiction.

Difficulties in Locating Hostage Bodies

The search for the bodies of individuals taken captive has become one of the most delicate matters in the truce agreed between the two sides. Yet, the effort to find the remains has proved challenging from the beginning, given the presence of an estimated 60m tonnes of debris across the territory, where, according to local health authorities, at least ten thousand Palestinians are listed as missing, trapped under the rubble.

Diverging Claims on Remains Location

The group has stated it does not know the exact locations of all the bodies, saying it has been unable to communicate with a number of its teams that had been holding the captives and were reportedly killed during military strikes.

However, an official representative claimed that Hamas knew the locations of the bodies. “Should the group exerted greater effort, they would be able to retrieve the remains of our hostages,” the spokesperson said.

US Position and Disarmament Talks

Although the US president has acknowledged that a portion of the bodies are difficult to access, he said that “the rest they can hand over immediately and, for some reason, they are failing to do so.”

“It may have to do with the disarming of Hamas,” he added.

Washington has said it has received assurances from the organization that the group will surrender its arms, though no specific schedule has been established. The militant organisation remains reluctant to give up its arms without firm guarantees about the future of its fighters.
